The Carlsborg Community Advisory Council previewed and critiqued a list of frequently asked questions centered on the anticipated Carlsborg Urban Growth Area public sewage system during the council’s meeting Tuesday, Aug. 12.

Bob Martin, Clallam County Public Works administrative director, has refined the list of questions he’ll be providing the answers to during an upcoming public meeting intended to encompass the project thus far.

“We’re going to be providing the public with all the numbers as firm and final as we can make them,” said County Commissioner Jim McEntire. “This meeting is the culmination of the planning stage before we begin the legislative process and implementation.”

While city and county officials await feedback from the Department of Ecology, Martin has been moving forward with the design of the wastewater collection system and working with consultants to prepare and finalize the inter-local agreement.

Given Martin’s city counterpart, Paul Haines, City of Sequim Public Works director, announced he’ll be stepping down from his position with the city by the end of November, Martin said it is important that the project’s timeframe moves ahead before Haines leaves. Although, things are slightly behind schedule when it comes to completing the inter-local agreement between county and city officials, Martin expects a draft of the agreement by Sept. 12.

“I have always said by the end of 2015 the system would be operational, but it will probably the beginning of 2016,” Martin said. Carlsborg residents within the Urban Growth Area can expect mailed notices from the Department of Community Develop with the meeting’s details.

McEntire suggested the meeting be “sponsored by county government.”

“I get paid to catch spears, whereas the council does not,” McEntire told the volunteer council during Tuesday’s meeting. Thus, members of the Carlsborg Community Advisory Council plan to be a part of the audience during the upcoming meeting.

Both Martin and McEntire agreed they want to focus the meeting on the sewer system and not why Carlsborg is an Urban Growth Area or the need for a public sewer system.

“I really want to talk to property owners about their needs, connection prices and what to expect,” Martin said.

Troye Jarmuth, chairman of the Carlsborg Community Advisory Council, noted the importance of incorporating information on the financial aspect and commitment of switching from a septic system to the public sewer system. Both, Martin and McEntire assured “provisions” will be available for those with bonafide financial hardships.

In preparation for the meeting Martin has prepared reliable estimates for connection and service costs. In addition, Martin and McEntire plan discuss the various incentives for connecting sooner rather than later.
