Proposed boundaries of a local utility district in Carlsborg were presented to the public Monday, July 26, showing who could be hooked up to the proposed sewer system.

Carlsborg, a designated urban growth area, has not seen any new development since interim controls were placed in light of a ruling by the Growth Management Hearings Board in 2008. The board ruled Carlsborg needed a sewer system in order to be in compliance with the Growth Management Act.

Clallam County and the Clallam County Public Utility District partnered to develop a plan for the sewer system and are now in the process of forming a local utility district.

The presentation showed the proposed boundaries to be smaller than the urban growth area. Parcels south of East Runnion Road and north of Smithfield Drive are largely left out, as well as property from the south side of Gupster Road to the southern UGA boundary.

"We received letters of support from several businesses and residences and so we tried to keep them within the LUD boundary," said Tom Martin, PUD assistant supervisor of water and wastewater.

Martin said the mobile home communities were left out upon their request.

"That boundary is what the citizens are requesting," he said. "If some people don’t want to be in the LUD, we can try to take them out."

If someone does want to be in the LUD but isn’t inside the proposed boundaries, they will have to wait until some point in the future to hook up to the system, he said.

"The proposed boundary now can really only be reduced," he said. "In the future we plan on expanding the sewer system, so there’s an opportunity in the future but not right now."

PUD, council develop petition

The PUD worked with the Carlsborg Citizen Advisory Council to develop a petition for land owners to sign to support the formation of the LUD, he said.

If there are at least 20 signatures, which represents 10 percent of the 200 parcels within the proposed LUD, the PUD commissioners will direct staff to conduct a study that would determine a preliminary assessment for all parcels within the LUD boundaries, Martin said.

Also at the meeting, a draft of the facilities plan was unveiled by John Wilson, the BHC Consultant’s project manager for the Carlsborg Wastewater Treatment and Water Reuse project.

Martin said a complete facilities plan is important to help position themselves to receive more funding. The groups are hoping to have it done by the end of August, after holding an environmental impact hearing, he said.

The draft facilities plan, which includes the environmental report, will be available on the PUD website at www.clallampud.net or a hard copy can be found at the Sequim Library.

An update of the project will be presented before the Clallam County Planning Commission at 6:30 p.m. today, Wednesday, Aug. 4, at the Clallam County Courthouse.
